How do I calculate a percentage increase when the original number is negative?

But if revenue goes from -50 to -25, the formula gives (-25 - (-50)) / |-50| × 100 = 50% — a 50% improvement even though the number is still negative. What is the difference between percentage points and percent change?
Percentage points measure the absolute difference between two percentages. If an interest rate rises from 5% to 7%, that is a 2 percentage point increase — but a 40% relative increase (because 2 is 40% of 5). Financial news often confuses these: "rates rose by 2%" could mean either 2 percentage points (5% to 7%) or a 2% relative increase (5% to 5.1%). How do I calculate what percentage one number is of another?
